The blended gaming levy sits at 10 to 12 percent of gross gaming revenue in the Wynn benchmark, on top of 9 percent corporate tax and 5 percent VAT. The register is short. Wynn Al Marjan Island holds the only land-based Commercial Gaming Facility Operatør license, granted on 4 October 2024 per Wynn Resorts' press release. Coin Technology Projects LLC holds the only internet gaming and sports wagering license, behind Play971 and TrueWin. The Spil LLC holds the lottery license.

The reported one-per-emirate model

The GCGRA has not officially confirmed the pattern, but trade publications and Casino in Dubai's July 2026 licensing tracker report a working assumption of one B2C license per emirate for both land-based and online. Ras Al Khaimah hosts both. Abu Dhabi hosts online only. Sharjah has Play971 accessible. Dubai is geoblocked. MGM's Abu Dhabi application has been pending since September 2024. The GCGRA's own projection is two to four integrated resorts over the next five to ten years, so scarcity is by design.

Where 155.io actually sits

Third, the technical certification requirement forces the detector pipeline through independent lab review, which turns the fairness argument from marketing claim into audited fact.

What to watch

Whether 155.io appears on the GCGRA vendor register in the next twelve months. Whether Play971 or its successor operator licenses CCTV Spil titles under a UAE-issued authorisation. Whether the GCGRA publishes a rulebook for computer-vision-based gameplay, which no other regulator has done yet. Whether MGM's Abu Dhabi decision unlocks a second land-based licensee and, med it, a second online lane. The M&A piece from 9 July flagged studio consolidation.
